Scoping Project Manager

Role Overview
Our client is seeking a Scoping Project Manager to take ownership of the full lifecycle of Billable Works projects across a high-security, complex defence estate. You’ll be responsible for managing projects from initial scoping and stakeholder engagement through to pricing, scheduling, delivery and final handover — ensuring quality, compliance, and value for money at every stage. This role sits within a long-established infrastructure and facilities management contract, supporting the UK defence sector. The position requires a high degree of professionalism, discretion, and strict adherence to security protocols.
 
Key Responsibilities

• Deliver end-to-end management of Billable Works projects (scoping, design, procurement, delivery, and handover)
• Ensure all works comply with statutory, regulatory, environmental, and health & safety obligations
• Review, approve and manage Risk Assessments and Method Statements (RAMS)
• Maintain accurate and up-to-date project documentation, including use of SharePoint and Maximo
• Develop programmes of work and manage budgets in line with client and operational requirements
• Coordinate with site managers, end users, contractors and stakeholders to agree scopes and schedules
• Monitor and manage project risks, costs, and stakeholder expectations
• Address and resolve client or end user issues promptly and professionally
• Contribute to sustainability goals and carbon reduction efforts
• Scope and deliver a wide range of projects, including refurbishments, new builds, demolitions and maintenance

 
Essential Requirements

• Proven experience in project management within a construction, FM or building services setting
• HNC/HND in Building/Civil Engineering, Electrical/Mechanical Engineering, or equivalent experience
• Strong skills in planning, delivery, stakeholder engagement, and risk management
• Full UK driving licence
• Must be a sole British National, eligible for Developed Vetting (DV) clearance
